Samantha Hom

Senior Policy Consultant

Samantha Hom supports behavioral health and integrated care initiatives, with a focus on Medicaid policy. She contributes to strategic planning and stakeholder engagement to advance behavioral health system transformation and person-centered care.

Prior to joining Aurrera Health Group, Sam was a Medicaid Policy Specialist at the New York State Department of Health where she led statewide maternal and child health policy projects, including the development and implementation of the perinatal doula services benefit. Her prior work includes developing policy in accordance with federal and state regulations as well as providing technical assistance related to service delivery, reimbursement, and provider enrollment. Sam also brings subject matter expertise as a professional birth doula. This direct service work in clinical settings informs how she approaches policy work.

Sam holds a master’s degree in public health from Columbia University, and a bachelor’s degree from Colgate University in psychology and sociology. After completing her undergraduate studies, Sam was selected to be a NYC Coro Fellow in Public Affairs and completed a rigorous nine-month leadership development program focused on civic engagement and public policy.

Sam lives in Brooklyn, New York, and enjoys hanging out at the Brooklyn Botanic Gardens, exploring new neighborhoods, and planning weekend excursions revolving around food.
